Key Deliverables

The second deliverable of the Climate Pollution Reduction Grant (CPRG) planning process was the Comprehensive Climate Action Plan (CCAP), completed within two years of the planning grant award. The CCAP provides a comprehensive, region-wide strategy to reduce greenhouse gas (GHG) emissions by addressing all significant emissions sources, carbon sinks, and economic sectors across the metropolitan region. The plan establishes both near-term and long-term GHG emissions reduction goals and identifies actionable strategies and implementation measures to achieve those goals.

The completed CCAP includes all required elements outlined by the U.S. Environmental Protection Agency (EPA) and serves as a roadmap for advancing equitable, collaborative, and data-driven climate action throughout the region.

• A GHG inventory;
• GHG emissions projections;
• GHG reduction targets;
• GHG reduction measures: The attached document (or link file) presents the reviewed Greenhouse Gas Reduction Measures, highlighting each sector, measure, and associated actions. These measures were reviewed and discussed by regional stakeholders during the Fall 2025 roundtable series.
• A benefits analysis for the full geographic scope and population covered by the plan;
• A low-income and disadvantaged communities benefits analysis;
• A review of authority to implement;
• A plan to leverage other federal funding; and,
• A workforce planning analysis.

The Comprehensive Climate Action Plan (CCAP) was developed through a collaborative, equitable, and inclusive planning process that built upon existing regional climate plans and previous planning efforts. The plan was updated to reflect advances in technology, evolving market conditions, and emerging climate priorities while identifying opportunities to leverage funding through the Inflation Reduction Act (IRA), Bipartisan Infrastructure Law (BIL), and other federal, state, and local funding sources.

Where appropriate, previous stakeholder engagement efforts and technical analyses were incorporated into the planning process to build on existing work and avoid duplication. Additional engagement activities were conducted to address identified gaps, strengthen regional collaboration, and ensure meaningful participation from low-income and disadvantaged communities. Throughout the planning process, collaboration, transparency, and inclusive community engagement remained central priorities, resulting in a comprehensive, regionally informed climate action plan that advances shared goals for greenhouse gas emissions reduction, climate resilience, environmental justice, and equitable implementation.
